Corruption, a malaise in our system is present at various levels. We are aghast at the way it has held sway in India. I think we have begun to ignore it and indeed find it welcome because it helps us finish our work quickly.Surprisingly, the ones who follow it are generally the ones who have all the laws at their finger tips. Reviewing things from an objective level, people seem to have become complacent with one reigning thought-
where money is primary, all else will take a back seat.
I can understand if people give bribes because they have no choice. But I cannot condone any justification of corruption that says, paying a penalty for an infringement is heavier than giving a bribe. If we are really honest citizens, we should be prepared to pay the penalty with head held high.
While identifying the corruption levels, we can pitch them at three levels - The political high command, the officers in charge at higher level, the low level employees. Now, for each level, the method of combat may have to be different still I wonder whether it could be a foolproof method. I venture to present them here at this forum thinking that it is going to do nobody any harm to see if something could be tried. At the outset, it would do well to remember that, an act of corruption is never never legally justifiable. So it can be neutralized with the aid of proper harnessing of antidotes.
Firstly, corruption at the low levels can be scoured if e-governance is introduced in a big way, as it would eliminate the intermediaries. On the second level, i.e, with regard to the Government employees at the officers rank , it is matters regarding life style. Some allowances which imply a diplomatic modification in law may be implemented. Today , as per the government Rules and Regulations, a Government employee cannot have income from any other source. So if a man is capable of earning through other means, he ends up doing it secretly. He may have a passion to take a guest lecture, to enter the law court, to do business and so on. Some others don't even make a a try. if they are uniformly allowed to pursue other avenues too for legitimate second income(which some of them are already doing clandestine), changes can be wrought in a big way. However, a rule can be imposed saying that if a crisis situation is presented where he has to discharge important duties for his Government job , he should be right there, sacrificing all other distractions.
Putting it in other words, I argue that the root cause for Corruption lies primarily in the loopholes within the Government rules itself (which can be easily filled with counter rules),only that , some thought has to be spent on it.Lastly, we come to the politicians. As for the political high command , they sell their powers by issuing favourable orders to anyone who gives money. Yes, it is difficult.....one person who cannot be corrected is the king. A constitutional amendment laying down certain criteria for eligibility to become a politician can help. Here It is different from the other two, where money is "made" out of necessity.
Here it is the question of a person's basic faithfulness to morality.
Therefore, they could pass a bill barring undergraduates from contesting the lok sabha polls. A law which says strictly that some kind of graduate education/ experience at Govt service/ any other semi governing agency/banking services/military, as necessary background for one to contest elections, to start a party and to become an MLA. When the uneducated scum from society are allowed easy entry into politics, the rabble of ex convicts and plunderers troop in to ransack the treasury. In other words, they perfect their profession with the help of political powers. Thereafter when they become ministers, they carry with them their low morals and street side upbringing. They add a price tag to everything including their duties, as they do not have the vision or the understanding to view incorruptibility as a form of self respect.
In my desperate attempt to combat corruption, I I may sound too simplistic. Therefore, I welcome any who could add to this post and enrich it with their own novel ideas on how to make India a less corrupt country.

Our dear SP,
Quite True...E- Governance is the best option with transperent updates on what's going on around us in the society.
Once we tighten the source of Money in to white transactions, nearly 90% problems are solved.
Please do refer my earliest blog on the same concept.

Dear SP,
Good one.I agree with the E governance.Afe w humble suggestions
1) Have cameras fitted where u can, like Govt hospitals in the patient's Wards,Roads, where pictures can be taken of offending vehicles and used as proof, as is done abroad.
2) Have a website, where anyone can post complaints against annyone anonousmously, which can be seen by all, and where replies have to be given in a certain time.
Everyone can come up with many schemes where u can easily catch the crooks.Regards.kamal

The formulae are worth thinking about. I agree wholeheartedly to allowing the government staff to work legitimately in the areas theyare interested in.

Dear sathyanaranaya,
All is well in schools. people come with full fervour to serve the nation. but they lose interest and become disgruntled in between. Honest officers are the most disgruntled and think we have reached a dead lock.

Good.
Nice recommendations.
I may add that apart from these points the basic and primary step to combat corruption is ''conduct and character of persons employed''
In our present education system the subject of 'morale' is missing.
If a person is taught the morales and ethic principles of a human being, it will helps a lot for building a good character. Good character will do much than stringint Laws/Rules

Scribbly,
I wrote an article relating to corruption some 5 months ago. The link is:

It has some suggestions. But there are too many facets to this degradation, and a moral renaissance is necessary in the society. Some great guru/teacher is needed. Baba Ramdev is bringing in a revolution in health care and maintenance. Someone should start a Moral "Rearmament" ( a hateful military term) in our society.

Scribbly,
Very well written.
Politicians take money in the name of the party, and often govt officials take money in the name of seniors/politicians! They all want to save for 7 generations of their families! Peons taking a paltry Rs. 10 will be suspended whereas top men will be amassing crores with impunity.
Our whole system is rotten. Less said the better. We joined service with a patriotic sense. I am ashamed of our level of morality in public services today.
cheers
